Artificial intelligence is changing more than technology. It is reshaping the geography of the digital economy.
For decades, digital infrastructure was primarily designed to move data efficiently between people, businesses, and applications. Increasingly seamless connectivity created the impression that geography mattered less.
Today, however, digital infrastructure must do something new. It must not only move data. It must move intelligence.
As AI becomes embedded in every sector of society, from healthcare and manufacturing to transportation and public services, data, compute resources, applications, users, and AI models are no longer located in one place. Intelligence has become distributed.
Why AI creates new sovereignty challenges
AI workloads introduce new infrastructure dynamics. Training large AI models has until now been carried out wherever space and power were availabe for building mega data center complexes – often far from the infrastructure customer. At the same time, AI inference creates a very different set of requirements. Performance, latency, and predictability become critical. Processing needs to happen close to users, devices, industrial systems, and decision-making environments, wherever they are. For this, intelligence is moving toward the edge.
This creates a challenge. Training benefits from concentrated compute. Inference benefits from distributed deployment. Yet both may involve valuable intellectual property, personal information, confidential public-sector data, or critical operational data. Organizations therefore need clear control over where and how information is processed. And they must maintain governance, security, and control across all environments simultaneously.
As intelligence becomes distributed, sovereignty becomes more complicated – and more important. The result is a new set of strategic questions. How do we ensure performance when intelligence is distributed? How do we maintain trust when sensitive data crosses multiple jurisdictions? And perhaps most importantly, how do organizations retain control over their data and AI ecosystems in an increasingly complex infrastructure landscape?
The answer lies in a concept that is rapidly moving from policy discussion to business imperative: Sovereign AI.
Sovereignty in the age of distributed intelligence
Much of the current discussion around sovereignty focuses on location. Where is data stored? Which country's regulations apply? Which cloud provider hosts the workload?
These are important questions, but they are incomplete.
Organizations increasingly need to know not only where their data is processed, but also who controls the infrastructure supporting it and what options are available at every stage of its journey. The objective is not isolation. The objective is controllability.
Sovereignty is not about creating bordersor withdrawing from the global digital economy. It is about maintaining control while preserving openness. It empowers organizations with choice, transparency, resilience, and a clear understanding of how their digital assets are managed.
The sovereign data journey
Every AI workload follows a journey. Data moves between users, applications, clouds, edge locations, company data centers, and AI infrastructure. The effectiveness of any sovereign AI strategy depends not only on where these resources reside but also on how they are interconnected.
This is where many discussions about sovereignty miss a critical point.
Cloud and AI sovereignty are often viewed through the lens of destination. Organizations focus on where workloads are hosted. Yet true sovereignty depends equally on the journey itself. Data may cross regions, national borders, and even oceans before reaching its destination. A sovereign cloud connected through opaque or uncontrollable data paths is therefore only partially sovereign.
Truly controlling AI-relevant data – and thus truly sovereign AI – depends on sovereign connectivity.
Sovereign connectivity gives organizations visibility into and control over how their data travels: which networks carry it, which jurisdictions it crosses, where it is exchanged, and which alternatives remain available. Direct, trusted, and transparent connectivity enables organizations to understand how data moves and where it goes, to determine who controls that movement, and to enforce governance requirements without sacrificing flexibility or performance. In other words, interconnection becomes the foundation of the sovereign data journey.
Why interconnection matters more than ever
Instead of relying exclusively on centralized infrastructure, organizations are increasingly operating across multiple clouds, data centers, edge environments, and jurisdictions. In this context, connectivity is no longer merely a transport layer. It has become a strategic enabler of AI and all cloud-related workloads.
Trusted interconnection allows organizations to connect distributed GPU resources, create private AI communities, support performance-sensitive workloads, and maintain governance requirements across complex multi-location environments. It enables control, choice, and resilience without sacrificing openness and flexibility.
The new geography of digital hubs
So AI makes geography matter again and, In doing so, it is reshaping the very nature of digital hubs. The Iberian Peninsula demonstrates how multiple digital hubs – Madrid, Lisbon, and Barcelona, along with supporting infrastructure hubs – can function as a single interconnected ecosystem rather than isolated markets. Their strength comes not from one dominant hub but from the combination of energy, computing capacity, submarine and terrestrial networks, and dense interconnection across the region.
As AI changes infrastructure requirements, distributed ecosystems of this kind can compete with traditional single-city digital capitals – and may be better suited to the next generation of AI. This is a central finding of a new Dstream Group study commissioned by DE-CIX on the Iberian Distributed Digital Capital.
But there is a broader lesson that extends far beyond any single region: Wherever digital infrastructure evolves, whether across nations, continents, or even future orbital environments, the same principle applies: Sovereignty must travel with the data. Trusted interconnection remains fundamental regardless of where compute resides.
The organizations that succeed in the AI era will not necessarily be those with the most infrastructure. They will be those capable of intelligently orchestrating infrastructure across distributed environments while maintaining confidence in every stage of the data journey.
The future of sovereign AI
The future of AI will not be defined by isolated infrastructure. It will be defined by trusted ecosystems that combine openness with control, performance with security, and innovation with sovereignty. Organizations require the freedom to choose where intelligence is created, where it is deployed, and how it moves between those environments.
Localization does not have to mean isolation. Sovereignty does not have to mean borders. The next digital economy will be built on interconnected ecosystems that allow data to move without organizations losing control over it.
As AI continues to reshape our world, one conclusion becomes increasingly clear: For every enterprise, from the smallest to the largest, keeping control over your AI workloads, services, and relevant data is only possible with sovereign connectivity.
